Phase I Environmental Site Assessment
Carnow Conibear performed Phase I Environmental Site Assessments (ESA) for six federal buildings and associated properties located in East St. Louis, Peoria, Springfield and Carbondale Illinois, and Milwaukee, Wisconsin.
Carnow Conibear performed Phase I Environmental Site Assessments (ESA) for six federal buildings and associated properties located in East St. Louis, Peoria, Springfield and Carbondale Illinois, and Milwaukee, Wisconsin. Each ESA was performed in accordance with the protocols of American Society for Testing and Materials (ASTM) Standard E1527 and General Services Administration (GSA) Guidance Document Scope of Work for Phase I Environmental Site Assessments (GSA 5/6/2003).
The Phase I ESAs were performed to determine whether recognized environmental conditions (RECs) existed at the sites and whether RECs presented a potential threat to human health, environment, or redevelopment of the site. The investigations also included assessing surface water quality, endangered species, wildlife refuges, conservation areas, historical districts, seismic hazards, and ecologically critical areas on and adjacent to the properties. The Phase I ESAs involved the collection and review of historical records from public agencies, the review and evaluation of historical maps and photographs, an environmental database search and records review, and a site visit. The sites consisted of federal courthouses and/or administrative buildings. Carnow Conibear investigated adjacent properties to determine whether potential RECs at these locations could impact the site. Final reports were provided which summarized the findings of the investigations, addressed the identified RECs, and made recommendations regarding potential additional investigations and/or future development at the sites. Carnow Conibear also prepared cost estimates to investigate each identified REC. The GSA funded this project.
